To show a *lot* more information, including system users and groups, enable the 'Show All Records' checkbox in the Workgroup Manager preferences. These are edited as raw directory information similar to NetInfo.
A bit of a problem though - as soon as we got our Leopard Server maintenance upgrade, I installed the admin tools on my Leopard MacBook, thinking the tools must match the client (it was that way with Panther Server and a Tiger client). But the Leopard admin tools will not administer a Tiger Server! We are not upgrading our Tiger server to Leopard, yet.
And the Tiger admin tools do not work for this hint - eDSRecordTypeDisabled error, and nothing shows up in the user or group lists.
Extracting the 10.5 Workgroup Admin app from the installer with Pacifist seems to work, but there may be other problems since some server stuff is installed in the system that may be incompatible between Tiger and Leopard.
Extracting it with Pacifist should work just fine (it did for me). Workgroup Manager doesn't require anything but the app itself.
I just copied 10.4 Server Admin and Workgroup Manager Tools from a 10.4 installation in to a folder under /Applications/Server/10.4/ on a Leopard system and use them to manage Tiger servers... maybe a hint in itself?

Works like a charm. I noticed right away that 'staff' is named 'Users' in Leopard - GID 20.
Under Leopard you can do reasonable group setting (adding group, affecting users to it) using Accounts system preferences. When you click on the + button you can from the popup menu choose to add a group. Once you have your group, you can choose which user to add to it from there.
You can add or subtract users through Get Info. At the bottom of the Sharing and Permission section there are plus and minus buttons. Click the plus and a 'Select a new user or group' dialog box pops up. Not only is 'Users & Groups' shown but also your address book. Click the name you want, enter your admin password and you are good to go.

Excellent hint! My only trouble is, after updating the 'Users' (staff) group to include local users, I couldn't use the group!
That is, when I try to add a permission to a file via Get Info, the only groups I see are 'System Administrators', and a group for each individual user. It seems that dialog doesn't display 'System Groups' or users.
How can I create a usable group which means, 'all the accounts on this machine?' Thanks!
